Seats at 75% in Galicia, masks and social distancing will mark the beginning of this new phase after the end of the state of alarm for our territories

Galicia has reached the so-called “new normality” almost a week before the rest of the Spanish territory, after obtaining authorization from the Central Government to end the state of alarm in our territory. The resolution published in the DOGA of June 13 includes the measures that will be observed surpassing phase 3 and during this period that now opens of “new normality” with which we will surely coexist in the next months, marked by the mask, the social detachment and the prevention and the individual hygiene to avoid new outbreaks of the pandemic.

The resolution of the Xunta thus includes a series of restrictions marked by capacity limits of 75% in closed establishments and 80% in terraces and represents the opening of Galicia to autonomous communities with similar epidemiological situations. In this sense, the Galician president has requested that the central government establish “the necessary precautions so that mobility in the national territory is contemplated once all the autonomous communities are in the same epidemiological situation”. “I want people to come to Galicia, of course, but raising the alarm does not mean that people who are in a different epidemiological situation can come to the community,” insisted Feijóo.

If the forecasts are met and there are no outbreaks, most of the autonomous communities would move to the ‘new normality’ from June 22, while Madrid, Barcelona and the provinces of Castilla y Leon that are in Phase 2 would reach the new normality two weeks after the end of the state of alarm: Monday, July 6.

Hotels at 75% of their capacity
In hotels and tourist lodgings, the capacity of the different common spaces and places where events can be held must be established by each establishment, as well as the safest conditions for holding them in accordance with the maximum capacity and hygiene and protection measures.

Entertainment activities or group classes must also be designed and planned with a maximum capacity of 25 people and interpersonal safety distances between attendees must be respected or a mask must be worn if this is not the case.

As established in the protocols to avoid contagion by Covid-19 in hotels and tourist establishments, the corresponding disinfection of the facilities must be carried out. In the case of those intended for sports use or swimming pools or gyms, measures specifically designed for these spaces will be applied.

The hostels, at 50% occupation
The capacity will be lower in the tourist hostels, due to their special characteristics. A maximum capacity of 50% of their total capacity will be allowed. The owners of the establishments must take the appropriate organizational measures to avoid crowding and to try to maintain the interpersonal safety distance inside the establishments or, failing that, the physical protection measures of the clients will be used.

Bars and restaurants at 75% and terraces at 80%.
Hotel and catering establishments may not exceed 75% of their capacity for consumption inside the premises, which may be at the bar or table, or in groups of tables, and must ensure that the safety distance is maintained.

On the other hand, on the open-air terraces, the capacity will be limited to 80% of the tables allowed with respect to the previous year. The same rule will be followed in spaces that, although covered, are surrounded laterally by a maximum of two walls and partitions.

Museums and exhibition halls
Museums and publicly owned exhibition halls may host visits to the public, temporary exhibitions and cultural or educational activities without exceeding the limit of 75% of the capacity permitted for each of the halls and public spaces. This limit will also apply to events involving the participation of several people in the same space, concerts and public programmes.

Beaches with interpersonal distance
On the beaches, users must make responsible use of the facilities, both from the environmental and health point of view. The maximum occupation in the use of showers and toilets or changing rooms will be one person. In addition, the town halls may establish limits on access and capacity of the beaches, in order to ensure that interpersonal distance can be respected.

Nature and tourist activities

Activities of public use may be carried out in all the natural areas that make up the Galician network of protected areas, in accordance with the provisions of their respective planning instruments and in this agreement. Visitors to protected natural areas must ensure that they travel on their right hand side when walking along paths and footbridges in order to maintain a safe interpersonal distance and fluid traffic.

Active tourism and nature activities may be organized by companies that are authorized as active tourism companies, taking into account interpersonal security measures or physical protection with the use of masks. The capacity of the interpretation and visitor centres will be 75%.

Tourist guides
The activity of tourist guide may be carried out for groups of up to a maximum of twenty-five people, and the necessary measures must be established to ensure interpersonal safety distance during the activity or, failing that, alternative physical protection measures with the use of a mask. In any case, the conditions under which the activity of visiting monuments and other cultural facilities must be carried out must be respected and care must be taken to avoid transit through areas or places likely to generate crowds.

Tourist recreation centres, zoos and aquariums
They will be able to carry out their activity as long as their total capacity is limited to two thirds and fifty percent in the attractions, maintaining the proper distances or, in their absence, using the alternatives of physical protection (mask). Group visits are limited to a maximum of 25 people, including the monitor or guide

Discos and other nightlife establishments
Discotheques and other nightlife establishments may only keep open to the public the open-air terraces with a maximum capacity of 75% of the tables allowed in the previous year, for consumption at table, under the conditions indicated below, since, like the nightclubs and fairground attractions, they are not expected to reopen completely until 1 July.

Gambling and betting establishments and venues
Casinos, collective games of money and chance establishments, gambling halls, bingo halls, amusement arcades, bronze and raffle halls, specific betting premises and other premises and facilities similar to those for the recreational activity of games and bets, in accordance with the sectoral regulations on gambling, may carry out their activity provided that they do not exceed two thirds of the permitted capacity, maintaining the interpersonal safety distance in their facilities, especially in the arrangement and use of the machines or any other play devices in the premises and establishments where activities are carried out or, failing that, for the use of alternative physical protection measures with the wearing of a mask.
